American religious leader Joseph F. Smith once quoted that “Knowledge is power, and the man who has the most knowledge has the greatest power.” In order to acquire the much needed knowledge and power, 23 scholars who are taking up the Masters in Crisis and Disaster Risk Management (MCDRM) program from the Philippine Public Safety College (PPSC) participated in a five-day training program on Basic Geographical Information System (GIS) using Quantum GIS (QGIS). The training was held at the NAMRIA Geomatics Training Center, NAMRIA Fort Bonifacio, Taguig City on 31 July to 4 August 2017.

In her opening remarks, PPSC-National Fire Training Institute-MCDRM Dean, Fire Senior Inspector (FINSP) Maricelia L. Antonio thanked all the scholars for attending the training. She also stressed the importance of the activity in providing essential disaster management support and increasing the analytical capabilities of all MCDRM scholars. Information Officer IV Alvin F. Laurio of the Geospatial Information Services Division-Geospatial Information System Management Branch served as the resource person with technical assistance from Mr. Dante A. Rosette, Jr. and Mr. Jeff N. Hunt.

The scholars who are all senior executives in various government offices learned about Map Basics, GIS overview, QGIS Software Introduction, and Data Management in GIS. They were also tasked to create a Map Layout in GIS on the last day.

The training, requested by the PPSC President, Police Deputy Director General Ricardo F. De Leon (Ret), Ph.D., through a formal letter dated July 15, 2017 addressed to NAMRIA Administrator, Dr. Peter N. Tiangco, CESO I, was meant for  MCDRM scholars to acquire the knowledge and capabilities to lead in times of crises and disasters.

The MCDRM is a one-year scholarship program for highly qualified uniformed personnel in the interior government, and employees in government and private sector preferably practitioners in crisis and disaster risk management of the local government units. The offering of the MCDRM is well timed to sustain the momentum in building a critical mass of leaders, scholars, practitioners, and skilled manpower who will give the nation a heads-up before the occurrence of crises and disasters. Its mandate emanates from Republic Act No. 10121, otherwise known as the "Philippine Disaster Risk Reduction and Management Act of 2010" by positioning the DILG at the forefront of Disaster Preparedness and Response.
